Identity check in Norway. The procedure for the identity confirmation of foreign workers is mandatory in Norway. Posting of employees Norway. Without identity confirmation, your employees cannot start work or apply for a tax card – skattekort.

Identity check in Norway. Posting an employee to Norway is as simple a procedure as for countries in the European Union. Norway is not a member of the EU, but it is part of the European Economic Area. For this reason, the country does not require a separate work permit. However, EU companies performing jobs and contracts in Norway must send their employees at least one day in advance to carry out identity check procedures.

Step 1: Registration of a posted foreign worker in Norway

Identity check in Norway can be booked online at the tax offices in most cities in Norway. Confirmation of identity is available at the service centres for foreign workers in Oslo, Stavanger, Trondheim, Bergen and Kirkenes. Online registration can be done up to 30 days in advance and the appointment takes an average of 15 minutes.

Step 2: Visiting the Norwegian Tax Office

Each employee must appear in person at the office. It is needed to present an identity document (identity card or passport) and an employment contract.

When applying for a D-number a certified colour copy of the passport or national ID card for the person in question must be submitted. The identity document must include:

  • picture
  • full name
  • date of birth
  • gender
  • expiration date
  • citizenship
  • machine-readable strip

The id-document must be uploaded in the assignment and employee register

A certified copy means that a third party has photocopied your identity document and certified it with a signature and stamp. The certified copy must be dated. ID copy must be in colour, and both the front page and last page of the identity document must be photocopied. The certified copy cannot be older than three months.

An Employment contract must comply with the minimum rates for professional groups in Norway. Be sure to have the contract translated into English or Norwegian. During the identity check, the employee will apply for a D-number and the issue of a tax card (skattekort) for the current calendar year. Importantly, however, the identity check does not apply to persons working on the continental shelf, seafarers taxed abroad. In addition, this obligation does not apply to persons who already have a D-nummer and have passed an identity check in the last two years.
