Valtti Card, how to register construction workers on a subcontract in Finland? What do you need to know?

Posting employees to Finland is a complex process. Every person at a construction site in Finland must carry a special Valtti Card. It is a critical component of Finland’s construction industry, serving as identification and proof of compliance with labor regulations. In most cases, registration and obtaining the cards is crucial to be able to conduct business operations in Finland.

What is a Valtti Card?
A Valttikortti or Valtti Card is a personal ID card specifically designed for construction workers in Finland. It functions as both an occupational ID and a tax number card and is mandatory for workers at construction sites. The card combines photo identification with a unique tax number, which is registered in the Finnish Tax Administration’s public tax number register.
Why are Valtti Cards mandatory?
Finnish legislation requires that everyone working on construction sites have proper identification to prevent tax evasion and enforce labor regulations. Valtti Cards help identify individuals at worksites, reducing risks associated with unauthorized personnel. The card’s integration with the public tax number register ensures employers and workers fulfill their obligations, including proper tax payments. It must be remembered however, that under certain circumstances (e.g. duration of work and stay), bilateral tax treaties exempt the foreign posted personnel from taxation in Finland.
How to obtain a Valtti Card?
Before an employer applies for Valtii Cards, the workers must register with the tax authority VERO. It is not only essential for issuing the cards, but also for other mandatory procedures for posted personnel as e.g registration with HSE authorities or applying for additional occupational health insurance. The first step is a visit at local tax office for ID check and submitting applications for ID and tax numbers. As soon as they are issued and registered, it is possible to continue with ordering the cards, which in turn requires registration of both the company and employees in Vaastu Group service, which is the operator of the Valtti Cards system. The cost of a card is approximately 40 EUR.
How are Valtti Cards used?
Workers must display their Valtti Cards visibly when on-site. The are also used as access control. The employees scan them upon entering the work-site which enables the monitoring of attendance and ensures that only authorized individuals enter restricted areas. As all workers’ personal information are registerd in the system, the employers, site managers, customers and controlling authorities can use them to confirm workers’ tax registration and employment status.
